OFFICE MEMORANDUM Format – Question of centralising the house keeping work of all the three Departments of this Ministry in the interest of efficiency and economy

Subject: Question of centralising the house keeping work of all the three Departments of this Ministry in the interest of efficiency and economy.

 

1. The undersigned is directed to say that the question of centralising the house keeping work of all the three Departments of the Ministry, viz., Departments of Revenue, Expenditure, and Economic Affairs, which is at present being handled by each department separately, has been receiving attention for quite some time. It has now been decided that in the interest of economy and efficiency, this work should be centralised and placed under the charge of J.S. (A), Department of Expenditure.


2. In consequence of this decision, the present Establishment and General Sections in the Departments of Revenue and Economic Affairs shall stand transferred to Department of Expenditure. The existing El Section in the Department of Expenditure will henceforth be known as EI(A) and the sections transferred from the Departments of Revenue and. Economic Affairs will respectively be known as El(B) and El(C). Under the centralised arrangement, the El(A) Section will deal with the personal cases of all Group ‘A’ Officers, while El(B) and EI(C) Sections will deal with the cases of Group ‘B’ & Group ‘C’ and Group ‘D’ personnel respectively. The three General Sections will be amalgamated and two Section Officers will be transferred to Surplus Staff Cell.


3. S/Shri B and C, who are presently handling work relating to Group A Officers in the Departments of Revenue and Economic Affairs, will be transferred to the re-constituted EI(A) Section. Similarly, S/Shri C, E and F, who are attending to the work of Group ‘B’ and Group ‘C’ officials of the Department of Expenditure and Economic Affairs, will be transferred to the newly constituted El (B) Section, and S/Shri G, H, I, J and K, who are presently looking after the work relating to Group ‘D’ Staff of Departments of Revenue and Expenditure, will stand transferred to the newly constituted El(C) Section. All the three Sections thus re-constituted, will be under the charge of U.S. (A), Department of Expenditure. The General Section of the Department of Expenditure will continue to look after the work of the Ministry as a whole as hithertofore.

 

4. These arrangements will be effective from the Ist October 1991. The concerned officials should move with their respective work and records to their new Sections on the 30th September 1991, positively. All the three Sections now reconstituted will sit in room No. 201- A, which is spacious enough to accommodate all the staff and records.

 
5. These instructions may be brought to the notice of all concerned for immediate and detailed compliance.
